The Municipality of General MacArthur is one of the coastal municipalities in the southern portion of Eastern Samar province . It is approximately 70 km south of Borongan, the provincial capital. The water supply to the Poblacion and to its nearby Barangays of General MacArthur is supplied and managed of General MacArthur Water District.
A Sangguniang Bayan Resolution 5 Series of 1997 approved on January 8, 1995 creating General MacArthur Water Distrcit of General MacArthur, Eastern Samar based on the natioinal policy, P.D. 198 known as the Provincial Water Utilities Act of 1973 favoring the local operation and control of water system; authorizing the formation of local water district and providing for government and administration of such district; chartering a national administration to facilitate improvement of local water utilities; granting said adminstration such powers as are necessary to optimize public service from water utility operations, and for other purposes. On December 8, 1997 the Local Water Utilities Administration awarded Conditioinal Certificate of Conformance No. 568 to the General MacArthur Water District.

Last August 20, 2016, with the participation of different Civil Society institutions of General MacArthur, held the Sing-off, CSO Night. The Contest is open to all resident of General MacArthur from ages 11 years old and up.
The CSO Night was with participatioin of different Civil Society Institutions, one of which is the General MacArthur Water District as the coordinator, such as:

Description of the Property
The site where the proposed reservoir is owned by the barangay.
Discussion with the Brgy Captain
The Water District asked for the permission of construction of the proposed reservoir to the barangay chairman since the lot is owned by the barangay. The barangay captain permits the construction of the reservoir with estimated 20m x 20m area but to be approved by the other council and the barangay people itself. But, nonetheless the captain assured to the water district of the construction of the reservoir.
Negotiation with the barangay council and people is on going.
Last October 22, 2016 the General MacArthur Water District had the pulling out and cleaning of sumbersible pump led by the Maintenance Head, Engineering Assistant Mr. Ruperto Q. Ilaya Jr with other employee of the District of Maintenance Division. This is done once a year to ensure for smooth performance of the submersible pump throughout the year especially for the upcoming seasons, such as the Cristmas Season and New Year.
